Blue Seal Steam: Stationary Engineer
Blue Seal Steam: Stationary Engineers (1-C)
Each Stationary Engineer license seal offers a wider range of responsibility and operational oversight. In New Jersey, following the Black Seal High Pressure license is the 1-C Blue Seal Stationary Engineer license. Basic responsibilities are the same, yet a Blue Seal Operator is able to be assigned as a Designated Chief Engineer (DCE) for facilities over 500 HP capacity, generally working on larger steam and hydronic systems.
Description by N.J.A.C 12:90 Code:
Licensed 1-C Blue Seal Operators (stationary engineers) are required to facilities over 500 HP in a DCE assignment or operator coverage for facilities over 1,000 HP.
Responsibilities of Engineer for the license:
Responsibilities vary greatly at this licensed level since this qualifies the operator by state code to operate a standard packaged boiler over 500 hp capacity or a power generation facility over 20,000 hp capacity. Despite the range in the job scope, our operators all have core soft and hard skills that encompass the following capabilities:
Boiler Start-up and Shut-Down
Confirm, Test and Validate: Normal Operating Water Level (NOWL)
Operational Rounds, Logging and Observations within frequencies that best fit the facilities needs.
Water Chemistry Program Management through testing in makeup water, condensate, deaerator, and boiler testing along with any other accessory systems required to determine the need for adjustments.
Blowdown controls (surface and bottom)
Weekly, Monthly and Annual Maintenance Tasks per OEM recommendations, industry best practices, and regulatory requirements to 12:90, ASME, and NBIC code.
Testing of critical safety devices (interlocks) that ensure safe boiler operation.
Inspection and Operation performance of all auxiliary equipment systems
Condensate makeup and control to optimize plant performance
Adequate fuel consumption for proper energy efficiency
Predictive and Preventative Maintenance such as infrared inspections, valve maintenance, pump maintenance, inspections, controlling hazardous energy through LOTO program, and maintaining safety compliance to facility requirements and procedures.
Testing backup emergency systems and secondary fuel supplies
Monitor vendor support and performance
Support Outages including annual insurance/state inspections and extended layups
Review of previous log, rounds and facility communication about equipment operational events and reports.
